淺談「假新聞」
最近上課時學到一個新單字「positionality」,讓我想到當前社群媒體上,不停看到的「fake news」——假新聞。
簡言之,「positionality」(位置性) 被定義為於種族、階級、性別、性取向以及能力等狀態中,創造你身分的社會與政治背景。位置性還描述了你的身分如何影響你對世界的理解與看法,以及潛在的偏見。

以下是我對「positionality」與 「fake news」的些許觀點:
“Fake news” has permeated all facets of life, ranging from social media interaction to presidential elections. Fake news can be defined as “fabricated information that mimics news media content in form but not in organizational process or intent” (Lazer et al., 2018, p. 1094). The creators and outlets of fake news do not ensure the accuracy and credibility of information, but rather disseminate misinformation or disinformation for purposes ranging from personal amusement to creating deceptions to achieve political aims. At times, fake news is created and disseminated by state or non-state actors using social media accounts and networks of bots designed to hijack feed algorithms of platforms such as Twitter or Facebook (Prier, 2017, p. 54). In the 2016 U.S. presidential campaign, Facebook estimated that up to 60 million bots were used to post political content. Some of the same bots were then used in an attempt to influence the 2017 French election (Lazer et al., 2018, p. 1095). Such campaigns can be understood as a form of information warfare, a comprehensive attempt to control and influence every facet of the information supply chain, thereby influencing public opinion and behaviors. (Prier, 2017, p. 54). Often, fake news is not directly created by actors that seek to manipulate but by journalists or content creators whose content favors or aligns with the narratives of these actors (Doshi, 2020).

Nevertheless, while the term “fake news” is commonplace, there is no universal, measurable way to quantify the fakeness or truthfulness of news. There are many fact-checking and media-bias detection tools, but they cannot objectively detect and clarify the more subtle and nuanced aims of manipulative actors that play a crucial role in news production. It can also be argued that the veracity of news depends not only on the actors that seek to manipulate it, but also on the positionality of its consumers. Therefore, one’s initial line of defense against misleading news lies not in the plethora of fact-checking devices but more in one’s pre-existing dispositions and skills to think and act in response to misleading information. This ability can be referred to as critical thinking, which can be more concretely expounded as “reasonable and reflective thinking focused on deciding what to believe or do” (Ennis, 2011, p. 15).
然而,即便「假新聞」一詞隨處可見,卻沒有統一、可衡量的方式來量化新聞的虛假性或真實性。目前有許多事實查核與媒體偏見檢測工具,但它們無法客觀地檢測與說明行為操弄者更狡猾、更細緻的目標,而這些操弄者往往在新聞的生產中發揮著重要作用。我們也可以說,新聞的真實性不僅取決於試圖操弄它的行為者,同時還取決於新聞受眾的位置性。因此,一個人對抗誤導性新聞的第一道防線,不在於這些五花八門的事實查核方式,反而在於個人所固有的性格,以及針對誤導性資訊的思考與行動等相關技能。這種能力可稱為批判性思考(critical thinking),意即「專注於決定相信什麼或做什麼的理性思考與反思性思考」(Ennis, 2011, p. 15)。
Taiwan, also known as the Republic of China (ROC), is at the forefront of information warfare. It is wedged between the geopolitical struggles of global and regional hegemonies such as the United States and China, the People's Republic of China (PRC). Compounding the matter are the Taiwan’s own political actors vying for influence and power. This struggle seeps into all aspects of life and practice, mainly manifesting itself on social media, a battleground of information warfare. The Ministry of Education of Taiwan is cognizant of these information campaigns, and efforts have been made to introduce media literacy into all parts of its education system. According to the ministry, the government has tried to promote media literacy education since 2000 (MOE, 2002, p. 1), with one of its primary goals to cultivate its “citizens” abilities for independent learning, critical thinking, and problem solving” (MOE, 2002, p. 2).
臺灣,也被稱為中華民國,正處於資訊戰的最前線。這是全球霸權與地區霸權之間——如美國與中國(中華人民共和國)——的地緣政治對抗。使問題惡化的是臺灣自身的政治行動者對影響力與權力的奪取。這場對抗遍布於現實生活的各個面向,主要於社群媒體中——資訊戰的戰場——展露無遺。臺灣的教育部注意到了這些資訊的煙硝,並已努力將媒體素養引入其教育體系。據該部稱,自2000年以來,政府一直試圖推展媒體素養教育(MOE, 2002, p. 1),其主要目標之一是培養「公民獨立學習、批判性思考以及解決問題的能力。」(MOE, 2002, p. 2)。

閱聽人應意識到,他們在網路上看到的每個資訊都有特定立場。是否真有毫無立場的新聞文章?為了對抗操弄性或強制性資訊(coercive information),我們必須意識到權力於個中的作用,以及我們自身的位置性如何形塑我們的詮釋。這是我們的第一道防線。

中共持續不斷擴張其軍事力量,擴建其超出自衛需求之海軍
中共不僅威脅台灣,蠶食南海,並持續對印太周遭國家施加壓力。
在這種威脅之下,除了國民黨提案「美軍協防台海安全」之外,我們更需要向盟國證明,我們是不可或缺的伙伴,而不是需要額外保護的負擔。
在這個狀況之下,台灣的國防支出,顯然還不足以回應這種需求。
誠然,台灣是重視內政、民生的民主國家,我們施政的優先順序,包含教育,健保政策、還有生產技術發展。怎麼樣更有效率運用資源,是重要課題。
一種方法是針對重要國防目標,有效支出。
增加國防開支對於確保國家安全和盟國信心,不可或缺,但在有限的資源下,我們必須更加明智地進行抉擇
投資 “我們可以承受的損失” “可消耗” 技術,可使我們的防禦能力與我們的投入,成比例遞增。
諸如無人機,反艦、地(水)雷、地面防空系統等並非「展示用」「高大上」的武器,可以比中共喜歡在閱兵表演、耀武揚威的武器以更合理的價格獲得。
與複雜的載人系統相比,它們的維護成本也更低。
不僅適合應對當前的威脅,並向我們在本地區的盟友表明,我們對國防很重視,而不僅僅是參與政治活動和散佈恐懼。
最後,國家安全的投入,並非代表每一個人都得要直接作為戰鬥兵員。

每一個人扮演好自己應該扮演的角色,在外貿上增加依賴(讓各國與台灣互相依賴加深),在技術上增加能力(如台積電,成為各國利害關係的集中地),在制度及價值增加連結(透過外交、教育、文化的管道,讓理念相近的國家,更加重視台灣),在法律訴訟增加合作(力抗中共對於公平貿易的威脅,如:竊取各國重要技術機密、專利戰),每一項都是國家安全的一環。
希望針對威脅,台灣兩黨能快速建立共識,畢竟我們有共同的對手,需要投入更多的資源去面對,不管男女、不問種族,不管職業,這都是共同的課題。

An ever expanding military, with technologies like the DF-26, DF-41 , and hypersonic missiles, as well as a massive navy serve to menace the region and subjugate the PRC’s periphery.
Taiwan’s defense expenditures are clearly falling behind, at a time where we need to prove to our allies that we are an indispensable partner, rather than a liability that requires protection.
So how can our nation, which wants to prioritize spending that benefits our people’s livelihoods, through education, healthcare, and technological development defend itself against this Goliath?
One way is by spending effectively. While raising defense expenditures is a must in securing the safety of our island and the confidence of our allies, this is a game we must play smarter — not just harder. Investing in ‘’attritable’ technologies — those that we can afford to lose — can expand our defense capabilities disproportionately to what we spend. Technologies like unmanned aerial and undersea vehicles, anti-ship mines, and ground based air defense systems can be acquired at a much more reasonable price than many of the flashier items that the PRC itself likes to show off in military parades and air shows. They also come with lower maintenance costs than complex, manned systems. Adapting to the current threat environment will also show our allies in the region that we are serious about defense — not just engaging in political theatre and fear-mongering.
While we believe that a nation that truly wanted to be a force for good in Indo-Pacific would not focus so ravenously on expanding its military power, we must deal with the hand we’ve been dealt — and renew our focus on the defense of the global rules-based order — both for ourselves and for peace and stability in the region.
Peaceful rise? Sure, we get it — so Taiwan’s defense spending must reluctantly rise as well.

Allen Iverson earned a bit of immortality last night in the Gund Arena. Playing against the Cleveland Cavaliers and starting poorly before finishing gloriously, Iverson scored a career-high 50 points to become the only rookie ever to score 40 or more points in four consecutive NBA games.
Iverson broke the mark previously held by another Philadelphia rookie named Wilt Chamberlain, who scored 40 or more in three straight games on three different occasions in 1959-60.
The shot that broke the record came with 3 minutes, 37 seconds to play in the 125-118 loss, with the Sixers down by 10 points. It capped a stunning second-half performance by Iverson, whose record-breaking shot was his 11th bucket of the half. Iverson finished 13 of 17 from the field in the second half while scoring 39 points.
``He put on a magnificent display,'' said Cleveland coach Mike Fratello.
When Sixers center Michael Cage was told of the overwhelming accumulation of numbers Iverson put up in the second half, he simply said, ``Wow.''
As the game, another Sixers loss, ended, the 20,009 in the Gund Arena rose from their seats to give Iverson a cheering ovation and Fratello pulled the rookie to the sidelines and whispered in his ear.
``Those things are personal,'' Iverson said when asked what he was told. ``But he told me to keep my head up, to not pay attention to what you guys write about me, to keep playing basketball, doing what I love.''
In the last five games, Iverson has scored 210 points. The Sixers have lost their last seven.
Despite all Iverson could do, in a strange, physical, poorly officiated game, the Sixers lost again. Despite shaving the Cavs' lead to seven three times in the fourth quarter, Philadelphia dropped its 57th decision of the season.
As it was in Friday's loss to Milwaukee - and as it probably will be in the season's five remaining games - the Sixers' defense was the definition of porous. The most points the deliberate, low-scoring Cavs had previously scored in a game this season was 108.
But in this sad-sack season, which winds to a close Saturday in Atlanta, there have been few reasons for the Sixers to celebrate. Last night, as Iverson played his fifth consecutive game of more than 40 minutes and performed as if he were only growing stronger with each passing moment, there was one moment well worth celebrating. And those who played with him will remember.
``Other than Michael Jordan, no,'' said Sixer Frankie King when asked if he had ever witnessed a performance like Iverson's. ``You see why that man was drafted No. 1. He caught fire.
``That was the first of something great for the future, whether Allen Iverson plays in Philadelphia or somewhere else. Allen Iverson is a ballplayer. I'm on this team and I enjoy watching him pay. I would actually pay to see him play.''
It looked early in the game as if Iverson, who had only 11 in the first half while hitting four of 14 shots, might have run out his string. But as the game heated up, so did he. And by the time he finished his scoring with a rash of fantastic plays, seemingly held back in the late going only by several inexplicable calls from the officials, the crowd was cheering him on.
Iverson's 50 points were a Gund record. His 39 second-half points were also a record for the arena.
``I knew I had a chance to break the record, but I didn't want to come into the game thinking totally about breaking that record,'' Iverson said. ``If I got that record, I wanted to get it within what we were trying to do and not try to do too much.
``What shocked me was my teammates' whole response to it; they felt good for me doing that and they felt good for being a part of it. I think, with all that, that was the most special thing to me.''
The cheers of the Cleveland fans, as much as anything, seemed to stun Iverson, who was booed in this very arena in February when he played in the NBA rookie all-star game.
``I didn't ever expect for somebody to be cheering me in Cleveland,'' he said. ``Especially after what they did to me in the rookie all-star game.''
