Former Hong Kong chief executive CY Leung has told the FCCHK that it should reconsider its speaker invitation to a young politician who favors nationalism. He reminded the Club that it pays a "token rent" for its government-owned building. Leung is dead wrong about the rent and he may be conflating the FCC with the adjacent Fringe Club, an arts venue, that does pay a so-called "peppercorn" rent. When I left the FC Board three years ago, we were paying in the vicinity of HK$ 550,000 (USD 77,700) per month and were entirely responsible for the historic building's maintenance. That figure has likely increased since. The FCC fully restored the structure in 1982 when it assumed occupancy of the decaying former Dairy Farm offices, then being used only for car parking. The FCC has a photo record of that process. Millions of dollars have been poured into renovation, maintenance and improvements during the subsequent decades. I served on the FCC Board for about 23 years, took part in multiple renovations and signed checks for much of the work. Also, the land the Club sits on is not zoned for commercial activity but for non-profit and club purposes. So much for Leung's ill-informed threat. As a former CE, and himself an occasional guest at the Club, he ought to know the facts better. More importantly, the Club has been threatened in the past - both in the colonial and post-handover eras - and we have stood by our principles of free speech and free association. It is good to see that the FCC is resisting the current pressure upon it. The Basic Law contains guarantees of free speech and free press. These promises mean nothing if not exercised - as CY Leung also should know.
