背後故事大概是以步登公寓作為常民的基礎居住空間的前提之下,戰後大量的公寓儼然成為都市的基礎建設(infrastructure),不過也因為當時未能考慮到未來人口、需求增加的可能,除了建築結構難以改建之外,普遍居民都能夠在外推陽台上找到空間性的補償,然而,倘若這些反映人為意識的空間,都能提供城市一點綠意,或給予其他生物生存的機會,那是否便能讓人與自然共生,成為持續生長的建築載體?

【vGCTF:強化全球及各國防災韌性】
AIT處長孫曉雅今天偕同科技部部長吳政忠、外交部次長曾厚仁、日本台灣交流協會代表泉裕泰、英國在台辦事處代表鄧元翰,以及澳洲辦事處代表露珍怡共同參加全球合作暨訓練架構線上國際研討會(vGCTF)「強化全球及各國防災韌性」。
AIT處長孫曉雅於開幕致詞中強調:「在救災與災害應變的議題上,美國會致力與我們的夥伴攜手合作。在英國康瓦爾舉行的七國峰會(G7)中,拜登總統與合作夥伴一同宣布了他們對全球基礎建設發展的一致願景,並共同推出了『重建更好世界』(Build Back Better World)倡議。『重建更好世界』是一項價值導向、高標準、透明的基礎建設夥伴關係,目的在動員基礎建設投資,將其導入中低收入國家,以支持這些地方各項基礎建設的永續發展,包括氣候、衛生與衛生安全、科技、及兩性公平與性別平等等領域。這些都是缺一不可的關鍵要素,能夠大大增進各社會與經濟體的防災韌性。」
Today, AIT Director Sandra Oudkirk, Minister of Science and Technology Wu Tsung-Tsong, Deputy Foreign Minister Tseng Ho-jen, Japan-Taiwan Exchange Association Chief Representative Hiroyasu Izumi, British Office Representative John Dennis, and Australia Office Representative Jennifer Bloomfield participated in a virtual Global Cooperation and Training Framework (GCTF) workshop titled “Building Disaster Resilience at Global and National Levels.” In her opening remarks, Director Oudkirk highlighted, “The United States is committed to working with partners on disaster relief and response. At the G7 meeting in Cornwall, President Biden and partners announced a unified vision for global infrastructure development and introduced the Build Back Better World initiative. Build Back Better World is a value-driven, high-standard, and transparent infrastructure partnership aimed at mobilizing infrastructure investments in low- and middle-income countries to support sustainable infrastructure development in the areas of climate, health and health security, technology, and gender equity and equality.”

📰 North Korea: Kim Jong-un asks officials to tackle food shortage

North Korea's leader Kim Jong-un called on his officials to deal with(處理) food supply issues and highlighted(強調) the danger of climate change. Typhoons last year badly impacted vital(重要的) crops, while weeks of drought(乾旱) followed by heavy monsoon(雨季) rains have damaged them this year as well.
📌 朝鮮領導人金正恩呼籲他的官員處理糧食供應問題,並強調氣候變化的危險。去年的颱風嚴重影響了重要的農作物,而數週的干旱以及隨後的季風暴雨今年也對農作物造成了破壞。
He said measures to overcome "abnormal(異常的) climate" were needed, and asked also officials to tackle(對付) drought and floods. His comments came in a speech to the ruling party's Politburo(政治局) on Thursday.

Mr. Kim had said that the "danger" of climate change had become "higher in recent years adding that "urgent action" needed to be taken.

Mr Kim also called for improvements to the country's flood management infrastructure(基礎建設) saying: "River improvement, afforestation(造林) for erosion(侵蝕) control, dyke(堤壩) maintenance and tide embankment(堤防) projects", should be prioritized(優先處理).

Apart from the damage(破壞) caused by natural disasters(災害), North Korea's economy has been hit hard by international sanctions(制裁), as well as border closures and harsh lockdowns to prevent the spread of Covid.

Although North Korea has not reported any Covid cases, it has sealed its borders and imposed lockdowns.
The border closures have affected vital imports from China. "Tightening epidemic(流行病) prevention is the task of paramount(最重要的) importance which must not be loosened even a moment under the present situation," said Mr Kim, according to state media.
