Opinion | Ulterior Motives behind Opposition Camp's refusal to recognize HKSAR political system
HK Current

By Athena Kung
In fact, the political system adopted by the HKSAR is executive-led. Under this structure, the executive authorities, legislature and judiciary complement each other, with built-in checks and balances.
In the year of 1840, Hong Kong was occupied by Britain after the Opium War. In accordance with the Sino-British Joint Declaration signed on 19th of December, 1984, the Chinese and British Governments had a hand-over ceremony on 1st of July, 1997, which marked the resumption of sovereignty by China over Hong Kong. Meanwhile, the HKSAR of the PRC was formally established. The Hong Kong Basic Law, which was adopted in April 1990 at the Third Session of the Seventh National People's Congress, formally came into effect. The Basic Law clearly states and defines the specifications as to how the high degree of autonomy as well as the political, economic, cultural and educational systems of the HKSAR to be run.
To comply with the Basic Law, since 1st of July 1997, the Chinese government has been carrying out the basic policies of "One country, Two systems," "administration of Hong Kong by the Hong Kong people" and "a high degree of autonomy" in the HKSAR. Under "One country, Two systems", even though China is a unified country and the mainland practices the socialist system, Hong Kong's previous capitalist system before 1st of July 1997 and way of life has been remaining unchanged for 50 years. To properly implement "administration of Hong Kong by the Hong Kong people", the HKSAR has all along been administering by the Hong Kong people on their own, and the central authorities have never sent officials to the HKSAR to fill any local official posts. To fulfill "a high degree of autonomy", apart from foreign and national defense affairs which should be administered by the central authorities, the HKSAR has fully enjoyed the power to decide all other matters within its autonomous jurisdiction. The central authorities has never interfered in affairs within the scope of autonomy of the HKSAR. All along, the HKSAR government has been making the final decisions on all matters within its autonomous jurisdiction as prescribed in the Basic Law.
Under the political system of the HKSAR, its major organs of power include the Chief Executive, the Government, the Legislative Council and the Court of Final Appeal. The Executive Council assists the Chief Executive in policy-making and advises the Chief Executive on matters relating to the introduction of bills and subsidiary legislation. Being independent agencies, both the Commission Against Corruption and the Audit Commission are directly accountable to the Chief Executive. In accordance with the conditions procedures as prescribed by law, the Chief Executive shall have the power to dismiss the legislative organs whereas the legislative organs shall have the power to impeach the Chief Executive and the administrative organs shall be accountable to the legislative organs. The Chief Executive, administrative and legislative organs shall supervise and cooperate with each other, which is however not the separation of powers as described by the Opposite Camps from time to time.
The Chief Executive of the HKSAR is both the head of the HKSAR and the head of the HKSAR government. His or her dual status enables him or her to have extensive functions and powers. The Chief Executive shall be selected from among residents of the HKSAR by election or through consultations held locally, and be appointed by the Central Government. Thus, the Chief Executive who is appointed by the Chinese Government to manage the HKSAR plays a very superior role in the HKSAR political system.
In short, the Chief Executive is responsible for implementing the Basic Law, signing bills and budgets, promulgating laws, making decisions on government policies and issuing Executive Orders. Article 48 of the Basic Law empowers the Chief Executive a variety of powers and functions:
" Article 48
The Chief Executive of the Hong Kong Special Administrative Region shall exercise the following powers and functions:
(1) To lead the government of the Region;
(2)To be responsible for the implementation of this Law and other laws which, in accordance with this Law, apply in the Hong Kong Special Administrative Region;
(3)To sign bills passed by the Legislative Council and to promulgate laws;
To sign budgets passed by the Legislative Council and report the budgets and final accounts to the Central People's Government for the record;
(4)To decide on government policies and to issue executive orders;
(5)To nominate and to report to the Central People's Government for appointment the following principal officials: Secretaries and Deputy Secretaries of Departments, Directors of Bureaux, Commissioner Against Corruption, Director of Audit, Commissioner of Police, Director of Immigration and Commissioner of Customs and Excise; and to recommend to the Central People's Government the removal of the above-mentioned officials;
(6)To appoint or remove judges of the courts at all levels in accordance with legal procedures;
(7)To appoint or remove holders of public office in accordance with legal procedures;
(8)To implement the directives issued by the Central People's Government in respect of the relevant matters provided for in this Law;
(9)To conduct, on behalf of the Government of the Hong Kong Special Administrative Region, external affairs and other affairs as authorized by the Central Authorities;
(10) To approve the introduction of motions regarding revenues or expenditure to the Legislative Council;
(11)To decide, in the light of security and vital public interests, whether government officials or other personnel in charge of government affairs should testify or give evidence before the Legislative Council or its committees;
(12)To pardon persons convicted of criminal offences or commute their penalties; and
(13)To handle petitions and complaints.
Indeed, the judicial independence plays a vital role to ensure that the acts and policies of the executive and the legislature fully comply with the Basic Law whereas all fundamental rights and freedoms to be enjoyed by all Hong Kong citizens in accordance with the law can be completely safeguarded. However, from the point of view of separation of powers, the relationship between the executive, legislature and judiciary in the HKSAR should be one of mutual-supervision, checks and balances. It is purely a kind of division of work.
The Opposition Camps has been keeping on refusing to recognize the executive leadership role played by the Chief Executive in accordance with the Basic Law. On the other hand, they intentionally and wrongly deny the executive-led political system adopted in the HKSAR so as to weaken the powers, functions and authorities of the Chief Executive. At the same time, they have been trying their best to expand the powers of the Legislative Council. Clearly, the Opposition Camp aims at making a change in the political system of the HKSAR, namely from executive-led to legislative-led in the hope of controlling the whole HKSAR Government once they can obtain more than 35 seats in the Legislative Council Election. Such step is a common strategy adopted in “Colour Revolutions” instigated by the U.S. Government. In reality, the Opposition Camp has been keeping on spreading rumors to provoke the public's hatred towards the Chief Executive so as to crack down the prestige of the executive-led system in the HKSAR and achieve its ultimate goal of Hong Kong Independence.

HOME OF GOOD FORTUNE
(English writing below)
...........................
This is my first time entering a new client's home, and telling her to tear the wall at the entrance hall, amidst many other changes.
I explained my rationale to my client - this is a heartless abode.
Occupants of a heartless abode will have emotional blockages and a closed mind.
A house like this enjoy no prosperity, no growth, no Peach Blossom Luck. When I was at the doorstep, I could already smell the decaying Qi of the home, like a rotten flowerbed.
❌ No prosperity 💸:
Your expenses equal your income. Situations kept popping up and you just have to spend. For the serious cases, they can't even earn enough and have to resort to borrowing from friends, relatives and friends.
Their money are barren like the mother hen that cannot lay eggs...
❌No growth 📉:
The adults have no new breakthrough and creativity in their career. They are unable to reach a new peak. They do work that they do not enjoy, with no chance of being promoted or transferring to a different department to try a new job scope.
The children are unable to manage their studies on their own. They improve a teeny weeny bit under adult supervision, and fall into shambles when the adult is away.
❌ No Peach Blossom Luck 🌸:
The occupants face many inter-personal issues and no benefactor comes to their rescue. When they go for interviews, they do not get the appreciation from others. At work, they meet with more villains than they can handle. Rumours about them fly abound.
When they submit their work to their managers, they do not receive their desired endorsement. When they meet clients, they often find themselves at a disadvantageous position and unable to win the support of clients.
❌Decaying House‘s Qi 💊:
The sign of a home of sickness. There will be at least one occupant who will often fall sick, and the sickness will not be minor. E.g. falling sick for two weeks, needing to see a specialist, requiring an operation, or chronic illnesses like atopic dermatitis, gastric, eczema, back pain.
The extent of the acutal impact will depend on these factors:
1) The current luck of the occupant's Bazi
2) Compatibility of the occupant's Life Magnetic Direction and the house's sitting and facing directions
3) The occupant's personal good fortune and virtues
4) Who are living with the occupant
--------------------
If a person's daily lifestyle routine is already ridden with problems, swallowing pills and supplements is not going to magically make him/her healthy.
If the foundation of a building is laid poorly, regardless how beautiful the construction is, it will not be able to support all the people and things inside.
Going by the same principle, if a house is a merciless abode, you will not be able to Lego your way to good Feng Shui, by buying a ton of auspicious ornaments or a bunch of children's toys.
Don't be naive.
A family's destiny and future is determined by the whether the home is a merciless or affectionate house.
When there is no harmony of the qi, no joy and happiness prevalent in the house, the adults do not get nourished emotionally upon returning home.
Note, when the adults do not get fulfilled emotionally, they are unable to create a home of love.
Where is the value of a home, when there is no love?
The Feng Shui inside and outside of the house must be lively and without any clash in order to create a harmonious environment. With harmony and free from disaster, wealth and prosperity will naturally follow.
Richalle was recommended by my participant from my very first Feng Shui workshop in 2016. I am thankful that she is generous and willing to share her experience. I would also like to thank the workshop participant for his support all these years.
The client did a fair bit of renovation, and this positive outcome is only the beginning of more extraordinary change to come.
Start from your home environment to create soothing Feng Shui for your mental state of mind, and that will put you in the right track to a sweet family life, the real home sweet home.
As long as she sticks to my advice faithfully, she will definitely recoup the money spent on my Feng Shui audit. If her personal good fortune and virtues are sufficient, perhaps she can even profit massively in tangible and intangible ways with this small investment. 😄

Humans are More Frightening than Ghosts (English version below)
---------------------
I wrote an article about the Hungry Ghost Festival around the same time last year. Even though the festival has passed, I am still going to introduce the less known sides of a human and a spirit.
As I approached the half century mark in my life, as part of my job scope, I have interacted with countless number of people. Thus I possess a thorough appreciation of the human nature. Frankly speaking, I am more afraid of a human than a ghost. The human nature is not pure. When I helped a person, I do not expect him to return any favour. Instead I will be glad if this person does not turn around and harm me. I believe many of you would resonate with my sentiments.
Here, I shall divulge some stories which happened to people around me, to allow you a closer examination of the human nature which is primarily clouded. One of my students got his dreams of overseas studies fulfilled when his father sold their home and raised enough funds. This student had his wish but remains an utter ingrate, one who is unfilial to his parents and does not bother with contribution to the society whatsoever. Instead, he scoffed at his father, is constantly at odds with him and sports a selfish attitude towards the spiritual mortality issues of his parents and siblings. To raise a son to guard against old age? Seemed to me like 'to raise a son to give you more troubles at old age!' I pity the father. I remembered the first day I met this student and was slightly shocked. His face resembled that of a villain from the fictional notorious Bandits Valley. But I still took him in as my disciple, hoping he will change by learning the dharma and eradicating the bad karma and all the filthy thrash from his heart. Alas, I was naive to ignore that a person's appearance stems from his very heart. In the end, he flouted all the precepts, belittled them even and continued his errant ways. Now, his bad karma has accumulated as high as the highest mountains, and as deep as the deepest seas. If he does not repent now, I am afraid it will be too late.
Another student was jobless for some time, despite having a Masters. I got to know of it and immediately applied the principles of metaphysics on him and eventually landed him his current high post job. In addition, I endowed upon him actual knowledge of Buddhism and the basics of metaphysics in hope that he will see the truth of life and understand the different levels of merits. Till today, whenever he comes for my lessons, I would hear new complaints, grudges or new desires. (A grateful person is not prone to complaining.) I thought to myself, he is a guy, a man alright, but he is so full of complaints, just like a vengeful woman! Amituofo! It is not easy to be born a man. Does he really want to be a woman instead? To receive kindness from others yet does not reciprocate, coupled with frequent lies and complaints, if this carries on, he will lose his human form in his next life. The three lower realms awaits. Please wake up urgently!
A client called me, wanting to an analysis of her birth chart to be done. I asked her for the reason. She replied saying she needed help to look for a new job due to her current job dissatisfaction. She helped her manager with good intention but yet ended up being a 'marked' person. She felt it was not worth staying on. As the Chinese saying goes 'the dog that bit Master Lu Dong Bin does not realise his kind heartedness'. Another client, a beautiful flight attendant, got me to audit the Feng shui of her house in a bid to save her crumpling marriage, due to her husband's infidelity. She wished for a baby to complete the family. With my help, she got her wish. I feel that being unfaithful is akin to losing one's focus. To diligently keep oneself focused is the key to a blissful marriage.
Ghosts, on the other hand, are much clearer and more direct in their intentions. As long as you have helped a spirit before, the spirit would be sure to repay your kindness, unlike humans with their warped psyche. Do not expect a fellow human to repay your kindness all the time. You would be lucky if he or she does not return your favour with malice! Thus I feel that a human is far more sinister than a spirit. Don't you think so? Ha ha ha!
