１、記住資訊（REMEMBER）
SUMMARIZE：在閱讀完這篇報導後，我們幾乎不可能記住所有的內容與細節（像是報導中所列舉的ＶＰＮ公司名稱），其實我們也沒必要這麼做，但至少我們要能用自己的方式來簡述報導內容。透過標題，我們可以明確知道，由於前陣子香港通過新的《國家安全法》，導致部分在港的ＶＰＮ公司選擇關閉其伺服器（close down their servers）。
DEFINE：還記得什麼是ＶＰＮ嗎？可能有些人無法記得ＶＰＮ是「virtual private network」的簡稱（第一段）——即虛擬私人網路——但沒關係，至少我們記得ＶＰＮ可以用來「規避審查制度，保護自身私隱」（circumvent censorship and protect privacy，第一段）。

２、理解（UNDERSTAND）
EXPLAIN：但《國安法》與ＶＰＮ的關聯是什麼？請再仔細回想一下，報導內容還提供了哪些資訊？沒錯，關鍵就在於國安法規定——「公司要在國家安全事件的調查中交出用戶數據（compels them to hand over user data in national-security investigations），否則可能被處以罰款、甚至監禁（under penalty of fines and potential jail time）」（第二段）。
很好，現在我們已能向他人簡要說明這篇報導的內容。但我們真的完全理解這些內容嗎？讓我來考考你，這篇報導的重點是「新國安法引發憂慮」，還是「部分ＶＰＮ提供商關閉香港服務器」？無須急著回答這個問題，請稍微停下來，仔細思考。以下是個人的看法，沒有標準答案。
IDENTIFY：雖然這篇報導是圍繞著ＶＰＮ公司於香港遭遇的困境，但《國安法》的通過絕對不會只影響到這個層面或領域（will not affect only this dimension and domain）。換句話說，這篇報導旨在以「ＶＰＮ供應商關閉香港伺服器」此一情況，來凸顯該法通過後所引發的「憂慮」（worries and concerns）。好，假設這個思路沒有問題，我想再請問各位，此處的「憂慮」是指擔憂什麼？
答案是——「隱私」（privacy）。也就是說，香港人先前還能藉由ＶＰＮ來繞過網路上的審查機制，保護自己的隱私。但新版《國安法》的通過，無疑改變了這一現況。當我們看到這篇報導時，若只關注「部分ＶＰＮ提供商關閉香港服務器」的這個點，便容易忽略新版《國安法》所引發的「憂慮」。

３、應用（APPLY）
USE：在此一階段，我們已可試著「應用」這些資訊。也許有些人開始對ＶＰＮ感興趣，想進一步瞭解ＶＰＮ的運作機制（ProtonVPN有不少文章能為你答疑解惑，而更有意思的是，該公司的創辦人是臺灣人！實際上，該公司在全球打響名號者乃——全世界首個且最大的端對端加密〔end-to-end encryption〕電子信箱——ProtonMail）。
或者，有些人會發現，自己其實需要用到ＶＰＮ。你可能是在中國工作的臺商，可能是想看某些劇卻因地區限制而無法觀賞的人，可能是手上握有敏感資料的記者或民運人士（journalist with sensitive information or pro-democracy activists），可能是非常在乎網路隱私而必須使用ＶＰＮ的人。
當然，你可能還會聯想到，自己國家的政府，是否會監視自己的人民（monitor, track, and surveil citizens）？新版《國安法》的具體內容為何？會對我們造成哪些影響？我們該如何自保？若有親朋好友住在香港，又該如何協助他們？更重要的是，對你而言「隱私」意味著什麼？

４、分析（ANALYZE）
COMPARE ＆ CONTRAST：在這篇報導中，Private Internet Access、TunnelBear、IPVanish都表明將暫停其於香港的業務，但ProtonVPN、Surfshark、NordVPN卻表示，現階段仍不會關閉香港的伺服器。前後兩者所面臨的是同一種情況，為何會作出截然不同的決定？難道前者（the former）比較在乎隱私，而後者（the latter）只想留下來搶佔市場？抑或前者的資安能力（information security）弱於後者，所以才趕緊撤出（pull out of）香港？
按報導中引述的聲明來看，前後兩者都非常在乎用戶的隱私安全。稍有差異處乃在於，此二者對現況的評估有所不同。前者認為，香港的特殊地位已不復存在，需將當前的香港與中國一視同仁；後者的評估則相反。現階段，後者留在香港雖能享有更高的市佔率（market share）（我們也確實無法排除，這可能是影響後者決定的其中一項因素），但恰好也是因為後者的存在，港民的隱私安全才能繼續獲得保障，這顯然是前者已無法提供的。
根據後者的聲明，尤其是ProtonVPN的發言（最末段），我們有理由相信，後者之所以仍留在香港，乃因它們認為當前尚非最後關頭，它們仍想繼續為港民提供必要的隱私安全。資安能力的好壞，無法單憑報導內容就作出判斷，但後者仍表示有退出香港的可能，因此其資安能力未必優於前者。綜上所述，前者其實是在「超前部署」*，而後者則是「還想再多做些什麼」。

５、評鑑（EVALUATE）
JUDGE：一定有人想問：新版《國安法》真的會侵害港民的隱私權嗎？由於本文旨在示範布魯姆分類法可如何用於「批判性思考」，因此為避免本文漫汗難收，故不便旁徵博引來論述個中利弊。不過，我們仍會用最淺顯易懂的方式，來試著回答這個問題。
首先，最明顯的現象是，香港人民對ProtonVPN以及Surfshark的需求暴增（a surge in demand）。至少，以港民的角度而言，他們「認為」該法的通過將造成隱私上的憂慮。這對ＶＰＮ公司來說，無疑是賺錢的大好機會，但為什麼部分ＶＰＮ公司卻甘願率先關閉香港的伺服器，白白讓出市場佔有率呢？
顯然，部分公司也「評估」該法恐對用戶隱私造成威脅。用戶的「隱私安全」，本就是這類公司神聖不可侵犯的「領域」，因此它們才甘願放棄這個賺錢的大好機會。否則，其信譽勢將受到重創，進而斷送香港以外的市場。因此，我們確實有理由懷疑，該法將對港民的隱私造成負面影響（have a negative impact）。不然，我們實在很難理解，花錢購買ＶＰＮ的港民以及放棄市場的大公司，為何要跟「錢」過不去？

６、創造（CREATE）
恭喜你！我們已經來到金字塔的頂端了！接下來，請容我問你最後一個問題。別擔心，我不是要問你該如何「創造」新的ＶＰＮ技術（不過若真有某種連政府進入機房都查不到任何用戶資料的技術，煩請告知，我一定買）。我想問的是，你能否從報導內容得出其他未提及的「創造性」觀點？
INVESTIGATE：請認真想一下「隱私」為什麼重要？如果沒有「隱私」，會發生什麼事？我想這些提示應該很有幫助，至少我個人認為——有隱私才有自由，有自由才有民主。換句話說，沒有隱私，就不可能會有民主。因此，我們還可以更進一步地推論出，新版《國安法》的立法動機。
假設，你正在自己的房間換衣服，突然有個人走進來看著你，雖然換衣服不犯法，但有多少人願意在那個人面前繼續換衣服？顯然，光是這樣就可能讓你「改變」自己的行為（change your behavior）。換句話說，你在家換衣服的「自由」受到了限制（restrictions）。不僅如此，他還可能發現你身上那處不願讓人知道的傷疤（有傷疤並不犯法），他遂藉此要你唯命是從，否則就會向大眾揭開你的傷疤。
說到這裡，我想大家都已明白「隱私」的重要了。
