Warota People (หัวเราะเซ่) เพลงแห่ง“ความตลกและอารมณ์ขัน” ที่จะนำพาทุกคนที่ได้เห็นผลงานชิ้นนี้ มีรอยยิ้มขึ้นมาอีกครั้ง ด้วยภาพการใช้สีหน้า (ตลกหน้าตาย,รอยยิ้มลักษณะต่างๆ) ท่าทาง(การเต้นที่แปลกประหลาด), ภาษา (เสียงหัวเราะจากนานาชาติ เช่น 5555,lol, wwwww) และแนวคิดต่างๆ (การถ่ายภาพกลุ่ม,หนังสือการ์ตูนมุกตลก 3 ช่อง) นำเสนอในรูปแบบ Concept Book ที่มีการใช้องค์ประกอบของงานออกแบบที่หลากหลาย เช่น การถ่ายภาพหมู่ที่สื่อถึงมุกตลก, ความวาไรตี้ของวัสดุที่นำมาใช้ เช่น กระดาษ Hologram กระดาษหลากชนิด, พาสติกใส, เทคนิคการพิมพ์สีพิเศษ และการสกรีน และใช้สีสันที่ฉูดฉาด สนุกสนานสดใส รวมกันเป็น “BNK48 3rd Album Warota People”

Warota People (Huaro-Che) a song of “comedy and humor” will lead everyone to smile again with images of facial expressions (funny faces, smiles), gestures (strange dancing), languages (a laugh sound such as 5555, lol, wwwww) and other concepts (group photo shooting, comic jokes 3 channels) which presented by a concept book that uses a variety of design elements such as a variety of hologram paper, transparent plastic sheet, special color printing techniques and screen printing, and using of pop of color to form “BNK48 3rd Album Warota People”

But... it's been 36 years. MEA can bring electrical cable underground for just 46.6 kilometers.

And when it's approved, we have to plan to design construction both a pond and a hundred electrical cables to bring electrical wires underground. Each route will be different difficult and easy.

When you go through this process, you have to install an underground electrical wire. Then change the system from an air cable until the last step is to demolish the electric pole.
You will see that each action must go through many steps and still have to use cooperation from other agencies to work. Let's move forward together.

歐盟發布 AI 白皮書！訓練數據、過程皆有規範，將如何衝擊科技產業？

AI 逐漸滲透企業，成為商業世界與日常生活中不可缺少的一環；然而 AI 也引發資安、隱私等爭議。對此，歐盟執委會（European Commission）在 19 日發表《人工智慧白皮書》（AI White Paper），談論 AI 的使用規範。

AI 白皮書：避免偏見、詳細記錄，並告知使用者是否在與 AI 互動

這些是《人工智慧白皮書》內部分對 AI 的規範：

1. 訓練 AI 的數據資料必須要涵蓋廣泛的人口，避免產生偏見
2. 訓練 AI 時，必須詳細記錄 AI 的訓練過程
3. 使用者與 AI 互動時，必須告知使用者正在與自動化系統互動，不是真人
4. 歐盟以外開發的 AI 可能要重新訓練才能進入歐洲市場，以確保符合歐盟規範

歐盟執委會總裁 Ursula von der Leyen 將此白皮書描述為「適合歐洲的數位時代規範」（A Europe fit for the Digital Age），表示「要透過數位轉型驅動經濟，找到適合歐洲的數位時代解決方案。」

執委會資深成員 Thierry Breton 表示，白皮書的精神是科技不能降低人權與自由，AI 在白皮書內受到規範，以確保道德。而「促進廣泛的辯論」也歐洲執委會發布白皮書的目的之一。

該白皮書有些許爭議。部分專家表示，該白皮書並沒有規範細節，若能提到 AI 的可能危險與應對方式，這份白皮書會更清楚。倫敦大學學院（University College London）的教授 Michael Veale 提到，該白皮書將 AI 視為獨立的系統，沒有考量到商業模式、經濟、政治系統等脈絡。

較大的爭議是「臉部辨識」的規範。早在歐盟執委會發布白皮書前，部分關於臉部辨識的草案就已流出，提到「禁止在公共場域使用臉部辨識」。然而 19 日發布的白皮書並沒有談到臉部辨識是否該禁止或暫停使用的問題。獨立研究者 Stephanie Hare 認為，歐盟執委會應該要讓臉部辨識科技暫停使用數年，讓專家可以討論如何恰當的使用該技術。

但對於白皮書不具體規範臉部辨識技術，有部分專家能夠接受。法國數位議會（French National Digital Council）的成員 Theodore Christakis 表示，那代表歐洲執委會需要時間檢視人臉辨識議題。

Veale 提到，現有的 GDPR 法案已規範臉部辨識的使用，認為白皮書應該要聚焦在執法，而不是創立新規範。

AI 涉及範圍廣泛，滲透到生活中的各種角落，例如臉部辨識、語音助理。然而 AI 也引發隱私、資安等爭議，許多科技巨頭正被爭議纏身，因此 Alphabet 執行長 Sundar Pichai、蘋果 AI 資深副總 John Giannandrea、臉書執行長 Mark Zuckerberg 皆前往布魯塞爾歐盟會場，意味該白皮書對科技公司的潛在衝擊。

此外，這份白皮書也有政治的意涵。起草白皮書的歐盟執委會副主席 Margrethe Vestager 表示，「中國有數據、美國有錢，而我們有意志」，點出歐盟維護人權的精神。未來這份白皮書還可能再調整。AI 發展與隱私、資安該如何兼顧？政府、企業單位該如何規範？這份白皮書可以提供全球一份參考方案。

I am very happy to share this cover video with you. Growing up with a heavy Disney influence, both Elaine and I enjoyed and had so much fun working together on this project.
