(12：50) 香港大學學生會就二月二十三日的校委會會議發表聲明，聲明指校委會無視學生要求拖延成立「審視《香港大學條例》專責小組」，而且是次會議更竊用大學經費於校外舉行，抹殺學生表達意見的機會。
同時聲明指校委會會議中大比數要求本科生代表馮敬恩離開是次會議有違程序公義，視一萬六千名本科生意見為糞土，並譴責議會暴力。
聲明中學生會提出三點訴求，包括：
一、嚴正譴責校委會竊用經費租用外間場地開會，並要求校委會會議回歸本部校園進行，面對港大師生；
二、嚴正譴責校委會違反程序公義，立壞先例；及
三、要求校委會立即成立專責小組，檢討大學管治，回應學生訴求。
典章制度蕩然無存 校委決議於理有損

自一月圍堵校委會會議後，港大校委會對學生訴求置諸不理，屢屢拖延成立「審視《香港大學條例》專責小組」。今次更竊用大學經費，首次將會議移至校外進行，抹殺同學表達意見之空間。
於昨日會議中，校委會毫無根據及通知下，以本科生委員馮同學影響其他委員和大學職員安全為由，要求馮簽署人身安全承諾書。及後更以其拒絕簽署為據，剝奪其參與餘下議程的權利，以及諮詢法律意見的機會。此舉實有違程序公義，視港大一萬六千名本科生的意見為糞土，本會譴責議會暴力。
誠如法律學院首席講師、校委張達明指出，校委會委員指引中只提及若委員於議程內有利益衝突，校委會可要求相關委員離開，故是次校委會捏造理由驅逐委員，實屬濫權。馮同學於二零一五年五月按照大學規程競逐並當選校委會本科生委員，其民意授權來自港大一萬六千名本科生，如今卻遭校委會無理驅逐，此舉無異於打壓學生聲音。此惡例一開，校委日後亦能任意驅逐委員，恣意打壓異己，教師及職員無一倖免。
故此，本會：
一、嚴正譴責校委會竊用經費租用外間場地開會，並要求校委會會議回歸本部校園進行，面對港大師生；
二、嚴正譴責校委會違反程序公義，立壞先例；及
三、要求校委會立即成立專責小組，檢討大學管治，回應學生訴求。

The illogic of the Council resolution
Declaration of HKUSU in response to the meeting of the Council of the University of Hong Kong on 23rd February 2016
Ever since the siege of the Council meeting in January, Council members have been paying no regards to students’ demands, continuously delaying the establishment of the ‘Review Committee on the Hong Kong University Ordinance’. Today, the Council further employed the university financial resources and moved the meeting out of the campus for the very first time, wiping out students’ opportunity in voicing our opinions.
During the meeting yesterday, without any proof or prior notice, the Council demanded Billy Fung an undertaking not to put others safety at risk based on the reason that Billy might directly or indirectly lead to the safety of Council members, University staff and others at meetings of Council being put at risk. It even further exploited his right of joining discussion of the rest of the agenda and seeking for legal advice as he refused to provide the undertaking. Such is an undoubted violation of procedural justice which takes the opinion of 16000 undergraduates as nothing more than dung and piss. The Union condemns any tyranny in the Council.
According to Dr Eric Tat-ming Cheung, Council member and Principal Lecturer of the Faculty of Law, the Guide and Code of Practice for Members of the Council only states that the Council can request a Council member to leave the meeting only if there is a conflict of interest concerning the agendum. Such banishment of Council member with a fake reason today, therefore, is an undoubted abuse of authority. Billy ran for the position of undergraduate student elected in accordance with regulations and latterly become a Council member in May 2015, representing a total of 16000 undergraduate students. The unreasonable banishment by the Council today is thus nothing different from a suppression of students’ opinions. With such precedent, the Council can arbitrarily banish any Council members and peremptorily suppress oppositions. Not even the academic staff and employees would be spared.
We therefore:
1. Strongly condemn the Council of taking advantage of the University financial resources in renting external meeting venue, and demand the return of meeting of the Council back onto HKU campus
2. Strongly condemn the Council of violating procedural justice and thus setting a bad precedent
3. Demand the Council to establish the Review Committee to review University governance and respond to students’ demand.
